Sharon Scruggs - President

Sharon is blessed with two wonderful children and an abundance of grandchildren and great-grandchildren.  She has had the great opportunity to work for Fairfield Medical Center for over 30 years where she is the Contracting and Credentialing Specialist. She is a graduate of Columbus Business University, and attended Ohio University and Franklin University.  She has a heart of serving our community, working with the Project Search Team at FMC, as a Certified Counselor for the Ohio Senior Health Insurance Information Program; Certified Application Counselor for the Insurance Marketplace; and a member of several state and national organizations serving the healthcare industry.   Sharon is a past board member for Fairfield Industries and Central Ohio Patient Managers. She enjoys serving her community and is committed to supporting people with disabilities.

Matt Wideman

Matt is the Executive Vice President of Fairfield Federal Savings and Loan, as well as member of the Fairfield Medical Center Board, Lancaster Rotary, and has made presentations to the Emerging Leaders Program at Fairfield DD. He served as an attorney for the City of Lancaster for seven years, and also served in the Ohio National Guard. For the past several years, Matt has volunteered his time to people with developmental disabilities through his work with the Next Chapter Book Club.

Bob Competti - Vice President

Bob was appointed to the Board in July of 2014, to fill an unexpired term. He is the owner of Innerphase Video Productions, and co-owner of EDR Properties, a property management company in downtown Lancaster. Bob has always had a passion for persons with developmental disabilities since he was in high school, volunteering at various programs and events around the county.
 
He attended The University of Dayton and Devry Institute of Technology, receiving his degree in Electronic Engineering. He is a current board member of the American Red Cross, Past-President and member of the Lancaster Rotary, and serves on many marketing and event committees in the community. Bob resides in Carroll with his wife Beth, children Dominic and Ryan, and enjoys spending time with daughter Erin, son-in-law Patrick, grandson William, and granddaughter Emma.

Derek Upp

Derek Upp, a graduate of The Ohio State University with a Bachelor of Science degree in Education, has been involved locally with organizations such as South Eastern Ohio for Independent Living, No Limits Basketball wheelchair sports teams, and Ohio State Rec Sports Camp Recky. An employee of Lindsay Honda, Upp told Fairfield County Commissioners his desire to serve on the Fairfield DD Board included, “…[serving] on the Board would be a great opportunity to give back to an organization that has helped me in many ways since I was born.”

Pamela S. Barkley

A proud West Virginia native, Pam has called Lancaster her home for 30 years. She and her husband, Terry, have two adult children; their daughter, Merissa and son, Dustin, who has intellectual disabilities. Dustin graduated from Forest Rose school in 2017. Pam has been a
public servant for over 9 years working for Fairfield County and currently serves as a Finance representative in Fairfield County Juvenile and Probate Court. She enjoys spending time with her family, her dogs, and being outdoors.

Jessica Roth

Jessica Roth is currently an Intervention Specialist at Lancaster City Schools, teaching a self-contained, multiple handicap class with students in grades K-3. She has more than 13 years of experience working with children in self-contained behavior and multi-handicap classrooms. Jessica has helped develop curriculum and IEP goal banks for many subject areas, helping students of all abilities reach their full potential. She has presented at the annual OCALI conference, where people of the autism and disability community come together to learn from and support opportunities for people with disabilities.

Jessica received her Bachelors of Arts (BA), specializing in moderate to severe special needs; from the University of Toledo, and her Masters in Administration Leadership from Concordia University.

Jessica has a daughter that attends Forest Rose Preschool and a son that is in the Fairfield County early intervention program.
